From April 15, 2026, a new CEFR B2-level language proficiency certification requirement has been introduced for certain Engineer/Specialist in Humanities/International Services visa applications. Many applicants are asking “Does this apply to me?” and “Which test should I take?” This article explains the details and practical responses.

What is CEFR?
CEFR stands for Common European Framework of Reference for Languages, an international standard that evaluates foreign language proficiency across six levels.

When is B2 Certification Required?
Target Conditions (all three must apply)
- Company classified as Category 3 or 4
- Engaging in client-facing work utilizing language skills
- Applications filed on or after April 15, 2026

The following work types do not primarily involve language-based client interaction, so B2 certification is not required:

- Design / CAD / Mechanical engineering
- Accounting / Finance

- Data analysis / Statistics
- Marketing (non-language data analysis, etc.)

For Japanese Language

Important: International students who graduated from a Japanese university or vocational school do not need to take any additional exam. The graduation certificate itself serves as B2 proof.
For Other Languages
When performing work in a non-native language under the “International Services” category, you must prove B2-level proficiency in that language.

Practical Q&A
Q1: Is language certification unnecessary for Category 1 & 2 companies?
Yes. The CEFR B2 requirement only applies to Category 3 and 4. Listed companies and companies with withholding tax of ¥10 million or more are exempt.
Q2: Is B2 certification needed for work using one’s native language?
In practice, native language proficiency is generally considered to meet B2 standards. However, if the applicant also handles client-facing work in Japanese, Japanese B2 certification may be required.
Q3: What if I don’t have JLPT N2?
The BJT Business Japanese Test is available year-round, so it’s recommended when you can’t wait for the next JLPT (held twice a year). Also, graduation from a Japanese university or vocational school qualifies as B2-equivalent even without JLPT N2.
Q4: Is B2 certification needed for extension applications too?
For extension applications filed after April 15, 2026, Category 3 and 4 applicants in client-facing roles will need documentation based on the new extension checklist. Even if submitted during the initial application, it may be verified again.
Q5: What if I perform multiple duties?
If any part of your work includes client-facing duties using language skills, B2 certification is required. For example, “interpretation/translation (50%) + office work (50%)” would require B2 certification due to the interpretation/translation component.

- First, check your company’s category — Category 1 & 2 are exempt
- Review your job description — Does it involve language-based client interaction?
- Check existing qualifications — Do you already have JLPT N2+ or BJT 400+?
- Leverage your education — Japanese university/vocational school graduation suffices
- Register for exams early if needed — BJT is available year-round, JLPT twice a year
