Basics of Engineer Visa for Dispatch Workers
Conditions for Approval
Dispatch workers can be approved for an Engineer visa if the following conditions are met:
| Condition | Details | |:—|:—|:—| | Job content | Work at the client site qualifies as “Engineer/Specialist in Humanities/International Services” | | Expertise | Educational background or work experience is related to the job | | Compensation | Equal to or higher than Japanese workers | | Contract type | A lawful worker dispatch contract is in place | | Dispatch company | Holds a valid worker dispatch business license |
The Affiliated Organization is the “Dispatch Company”
Under the Engineer visa, the affiliated organization is the dispatch company. The residence card will also list the dispatch company.
New Rules from February 2026
Newly Required Documents
| Document | Prepared By | Content |
|---|---|---|
| Pledge regarding dispatch work (dispatch company) | Dispatch company | Pledge for proper dispatch business operations |
| Pledge regarding dispatch work (client company) | Client company | Pledge for proper work content and environment |
| Written working conditions | Dispatch company | Wages, working hours, etc. |
| Individual dispatch worker contract | Dispatch & client | Dispatch period, job content, etc. |
Difference Between Dispatch and SES
In the IT industry, SES (System Engineering Services) arrangements similar to dispatch are widely used. Immigration screening distinguishes between the two.
| Item | Worker Dispatch | SES (Quasi-Delegation) |
|---|---|---|
| Chain of command | Client company directs | Own company (SES provider) directs |
| Contract type | Worker dispatch contract | Quasi-delegation / outsourcing contract |
| Required license | Dispatch business license (required) | Not required |
| Immigration treatment | Screened as dispatch | Screened as own company’s work |
| Required documents | Full set of dispatch documents | Contract and job description |
Caution: If the arrangement is contractually SES but in practice the applicant works under the client’s direction, it constitutes “disguised dispatching,” carrying legal risks and disadvantaging the immigration application.
When the Client Site Changes
Notification Requirements
| Notification | Deadline | Submit To |
|---|---|---|
| Notification of change in contracting organization | Within 14 days | Immigration Bureau |
| Certificate of Authorized Employment (optional) | — | Immigration Bureau |
Point: As long as the dispatch company (affiliated organization) doesn’t change, a change in client site alone doesn’t require a change of status. However, issues arise if the work at the new site doesn’t qualify as Engineer visa activities.
Common Denial Patterns and Solutions
| Pattern | Solution |
|---|---|
| Client site work is simple labor | Specifically describe the expertise in the job description |
| Dispatch company lacks dispatch license | Verify the license number (searchable on MHLW system) |
| Low compensation | Confirm equivalent levels on the dispatch company’s wage table |
| Dispatch contract period too short | Submit an employment plan including renewal prospects |
